Clarifying the concepts of human rights, human development and the relations between human right implementation and human development; evaluating the process of human right implementation from human development perspective in Vietnam under Doi moi  period; Finding basic issues of human right implementation for human development

The project clarifies basic issues of human development in some north - west provinces in order to provide scientific basis for making policies on sustainable human development in North – west area based on researching specific features on resident, economy, culture and society of the North – west, evaluating human development of some provinces of North –west identified in Human development report of UNDP and Vietnam

Based on experiences of countries in building and implementing socio-eco development plans, sustainable development plan and survey results  on the process of building and implementing 5 year and annual socio-eco development plans, sustainable plans at national level and local level in Vietnam, the project proposes recommendations and solutions to ensure that socio - economic development plans of Vietnam can be sustainable and meet the goals for human development

The project identifies theoretical and practical basis of using human development index (HDI) in budgetary allocation for human development of Vietnam in coming years  based on researching  UNDP’s theoretical viewpoints of human development and international experiences in using HDI in policy making;  researching the process of carrying out Human Development Report of Vietnam and interrelations of human development index.

Based on the assessment of the implementation of human development policies and lines set out in the political report of the 9^th National Party Congress for 2001-2005, the Project examined fundamental problems for the Vietnamese in 2006-2010, also suggested human development recommendations for the next 5 years to meet the nation’s Doimoi demands..
